Robert ”Bob” Charles Carter, 65, Rockford, passed away on Tuesday, October 29, 2024. He was born on September 28, 1959. The son of Charles and Janet (Hammerstrand) Carter. He worked as a machinist for many years and loved to spend his time drawing and painting. He is survived by his brother, Thomas (Stephen Mintz) Carter; he is predeceased by his parents, Charles and Janet.
